Under the theme “New Quality Productive Forces: Powering the Global Tourism Economy,” the Forum will bring together over 1,000 participants from more than 30 countries across five continents. Government officials, industry leaders, investors, and tourism experts will converge in the city to explore strategies that drive sustainable growth, enhance international collaboration, and showcase China’s transformation into a world-class, year-round tourism destination. This landmark edition marks the first time the Forum is held outside Macao, signaling Harbin’s rising international prominence and its role as a hub for innovation, investment, and cultural tourism.
Since its launch in 2012, GTEF has become one of the world’s most influential platforms for tourism dialogue, hosting over 14,000 participants from more than 90 countries and regions. Its collaborations with multiple nations and Chinese provinces have enhanced cultural and tourism branding while promoting international cooperation. The 2025 edition is particularly significant as it marks the first time the Forum will be held outside Macao, highlighting Heilongjiang’s emergence as a globally recognized, year-round tourism destination.

Recent statistics underscore this growth. In 2024, Heilongjiang received 282 million domestic tourist visits, marking a 29.1% increase from the previous year. Total tourism revenue surged to 370.12 billion yuan, reflecting a 67.1% year-on-year rise. International arrivals climbed to 1.2 million, a 95.4% growth, generating 13.44 billion yuan in inbound tourism revenue, an increase of 101.5% over the previous year. These figures illustrate not only the rising popularity of the province but also the increasing quality and diversity of its tourism offerings, showcasing China’s success in building high-value, globally competitive tourism destinations.
The Forum’s agenda is designed to reflect Heilongjiang’s vision of innovation-driven, all-season tourism.
